Swedish Preschool Terms Every Parent Should Know

New to preschool in Sweden? Learn the Swedish terms parents actually need to know, from förskola and inskolning to maxtaxa, öppen förskola and pedagogisk omsorg.

Starting preschool in Sweden sometimes feels like learning two things at once:

how preschool works — and an entirely new vocabulary.

What is förskola? Why is someone talking about maxtaxa? Is öppen förskola the same thing? And what exactly is pedagogisk omsorg?

Here are the Swedish preschool terms parents are most likely to come across — explained without the bureaucracy.

Förskola

Meaning: Preschool.

Swedish förskola is generally for children aged 1–6 and is the first stage of the Swedish education system. Children learn through play, creativity, exploration and interaction with other children and adults, guided by the national preschool curriculum. [1][2]

Why it matters: This is regular preschool — the place your child is formally enrolled in.

Förskollärare

Meaning: Preschool teacher.

Teaching in preschool is led by förskollärare — preschool teachers. Other staff can also contribute to children's development and learning. [2]

Why it matters: A förskollärare is not simply another word for anyone working at preschool; it refers to the teaching profession in preschool.

Barnskötare

Meaning: Childcare worker.

A preschool may also have barnskötare working alongside preschool teachers. Skolverket specifically lists barnskötare as other staff who can contribute to children's development and learning. [2]

Why it matters: Preschool teams can include different professional roles.

Rektor

Meaning: Principal.

Preschools have a rektor, who has overall responsibility for the education at the preschool.

Why it matters: If an issue cannot be resolved with your child's regular staff, the rektor is an important person to know.

Kommunal förskola

Meaning: Municipal preschool.

A preschool run by the municipality.

Why it matters: Applications, queues, fees and placement are usually handled through the municipality.

Fristående förskola

Meaning: Independent preschool.

A preschool run by an organisation other than the municipality, for example a company, association or foundation.

Both municipal and independent preschools must follow Sweden's Education Act and preschool curriculum. [1][2]

Why it matters: Application arrangements can differ, so check whether you apply through the municipality or directly to the preschool.

Allmän förskola

Meaning: Universal preschool.

From the autumn term of the year a child turns 3, children are entitled to 525 hours of preschool per year free of charge. [1]

This is known as allmän förskola.

Why it matters: It does not necessarily mean that all of your child's preschool hours are free. If your child attends more than the free entitlement, fees may apply.

Maxtaxa

Meaning: Maximum-fee system.

Swedish municipalities use a system that limits how much families can be charged for preschool, fritids and certain other childcare services. Fees depend on household income, but there is an upper limit. [3]

From 1 July 2026, the calculation changed: the first SEK 10,000 of the household's monthly fee-based income is not included in the calculation, and households with an income below SEK 10,001 pay no fee at all. [3][4]

Why it matters: Preschool is not automatically free, but there is a national ceiling on the fee — and from the summer of 2026 it is lower for everyone.

Öppen förskola

Meaning: Open preschool.

This is not regular preschool.

Children are not formally enrolled. A parent or another adult comes with the child and stays during the visit. Open preschool offers group activities for children while also giving accompanying adults opportunities for social interaction.

Why it matters: It can be particularly useful for parents on parental leave, children who have not started preschool and families who are new to Sweden.

Pedagogisk omsorg

Meaning: Educational childcare / pedagogical care.

This is an alternative form of childcare that can be offered instead of preschool or fritids. It can be run by a municipality or a private provider. [5]

You may also hear older expressions such as familjedaghem or dagbarnvårdare in everyday conversation.

Why it matters: It is not the same school form as förskola, although it can be an alternative childcare option.

Inskolning

Meaning: The settling-in period when a child begins preschool.

You will hear this word when your child has received a preschool place and is preparing to start. Municipalities use the term for the period when the child is introduced to their new preschool. [6]

Why it matters: The exact method and length of inskolning can differ between preschools, so ask your preschool what its introduction process looks like.

Modersmål

Meaning: Mother tongue / home language.

Preschool has a responsibility to give children with another mother tongue than Swedish opportunities to develop both Swedish and their mother tongue. [7]

This does not mean preschool must provide a separate formal language class in the same way schools may offer modersmålsundervisning. [8]

Why it matters: If your family is multilingual, it is worth asking the preschool how it supports children's different languages.

Vårdnadshavare

Meaning: Legal guardian.

You will see this word constantly on preschool forms, municipal websites and official letters.

It normally refers to the person or people who have legal guardianship of the child.

Why it matters: When a municipality writes vårdnadshavare, it is not simply using a formal Swedish word for "parent".

VAB

Meaning: Vård av barn — care of a child.

VAB is the everyday Swedish term for staying home from work to care for a sick child, with temporary parental benefit potentially paid by Försäkringskassan. [9]

Why it matters: If your preschool child wakes up sick, this is one of the first Swedish parenting abbreviations you will learn.

Once those are clear, the Swedish preschool system becomes considerably easier to navigate.
